Doctoral education is the highest level of higher education. Admission to doctoral studies is regulated by the Cabinet of Ministers of the Republic of Azerbaijan's Decision No. 129 dated July 1, 2010, "Rules for the Establishment of Doctoral Studies and Admission to Doctoral Studies" and Decision No. 443 of the Cabinet of Ministers dated November 13, 2019, on amending those rules. Candidates who wish to be admitted to the doctoral program take entrance exams in a foreign language (one of English, German, or French), philosophy, and a specialty subject.
Since people who have completed the master's level of higher education, or those whose education is equivalent to it, are admitted to the doctoral program, the current educational programs of the multi-level education system are taken as the basis when drawing up the admission programs.
During admission to doctorate, only the entrance exam for foreign language is conducted by the State Examination Center of the Republic of Azerbaijan (Center). Other exams are organized in higher education institutions. Candidates who have passed the foreign language entrance exam (25 points) are allowed to take the exam in philosophy and then in the specialty subject. Those who have a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) of CEFR level B2 or higher are exempted from the foreign language entrance exam. At the time of admission, the equivalence of the exam results of the international language certificate to the passing score is determined by the Center in agreement with ANAS and the Ministry of Science and Education of the Republic of Azerbaijan.
The content of the foreign language entrance exam, the time, the procedure for evaluating the exam results and the passing score is determined by the Center in agreement with the Azerbaijan National Academy of Sciences and the Ministry of Education of the Republic of Azerbaijan. The examination and measurement materials that make up the content of the exams are prepared by the professors and teachers of the relevant specialized departments of the higher educational institutions of the republic under the organization of the experts of the Center.
According to the B2 level of the pan-European recommendation framework document (CEFR) for determining the level of mastery of foreign languages in a foreign language exam and the structure of international language exams, candidates' reading, listening comprehension, writing and speaking skills in foreign languages, habits of using the language for communicative purposes, vocabulary and the minimum level of mastery of grammar is checked and evaluated.
In accordance with the Decree of the Cabinet of Ministers of the Republic of Azerbaijan No. 443 dated November 13, 2019 on amendments to the "Rules for the establishment of doctoral studies and admission to doctoral studies", the State Examination Center announces the registration of candidates to participate in entrance examinations in a foreign language for doctoral studies and dissertations. During this period, candidates who are preparing to submit their documents for admission to doctoral studies and dissertations to higher educational institutions, scientific institutions and organizations of the Republic of Azerbaijan in which doctoral studies are established, are located on the website of the State Examination Center: http://ekabinet.dim. gov.az
