Gabil Gafarov Alxan was born on December 20, 1979, in the village of Qarabulaq, Amasiya district of Western Azerbaijan, into an intellectual family.

In 1998, he enrolled in the Faculty of "Construction" at the Azerbaijan University of Architecture and Construction and graduated with distinction in 2002.

In 2002, he entered the master's program in the same field and completed it with distinction in 2004.

From 2004 to 2007, he was a full-time PhD student at the Department of "Building Operation and Reconstruction" at the Azerbaijan University of Architecture and Construction, where he conducted research on the topic "Electrochemical Treatment of Oil-Containing Wastewater" to obtain the degree of Doctor of Technical Sciences.

He has published 12 articles in well-known local and international journals.

In total, he has published more than 35 articles during his academic career.

The results of his research have received positive reviews from two government institutions: the "Azdövsuteslayihə" Institute of the Melioration and Water Economy OJSC and the "Sukanal" Scientific Research and Design Institute of the "Azersu" OJSC.

In 2012, he graduated with distinction from the Faculty of Law at Baku State University.

He began his professional career in 2006 as the assistant to the chairman at "Azərsutikinti" OJSC.

From 2007 to 2012, he served as the head of the Cost Estimation, Design, Production, and Industrial Departments at the company. From 2012 to 2013, he worked as the head of the Legal Department.

From 2013 to 2015, he served as the head of the Apparatus of the Binagadi District Organization of the New Azerbaijan Party.

In 2013, based on the recommendation of the Central Apparatus of the New Azerbaijan Party, he was appointed a member of the election headquarters of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, during the presidential elections.

From 2016 to 2018, he worked as the head of the Information Department of the Accreditation and Nostrification Department at the Ministry of Education of the Republic of Azerbaijan.

Since 2018, he has been serving as the Vice-Rector for the Organization of Teaching and the Implementation of New Educational Technologies at Odlar Yurdu University.

He is married and has two children.
