The Vice-Rector for Academic Affairs and New Teaching Technologies at Odlar Yurdu University, Assoc. Prof. Qabil Qafarov, and the Vice-Rector for Scientific Affairs, Prof. Tarlan Abdullayev, participated in the event titled “Admission to Higher Education Institutions: Analysis and Forecasting.”
Organized by the Ministry of Science and Education, the event analyzed student admission results over the past four years and discussed proposals for the upcoming academic year. Training sessions were also held on the procedures for introducing new specialities, emphasizing critical aspects such as the required material and technical base and human resources.
The event addressed significant topics such as the development of the higher education system, improving the quality of workforce training, and aligning educational programs with labor market demands. Extensive discussions were held on forming new specialities and the necessary steps in this direction. Statistical data on optimizing admission plans for various levels of higher education and increasing the number of state-funded places were presented.
During the Q&A and proposal session, OYU’s Vice-Rector for Academic Affairs, Assoc. Prof. Qabil Qafarov, proposed two key suggestions.
The first proposal focused on improving the efficiency of the undergraduate admission process. He emphasized the importance of completing the first stage before proceeding to the second, as this safeguards applicants' right to education. He pointed out that some students do not register despite being admitted, leaving places vacant. Qafarov suggested adopting the same approach used in master’s programs, where unfilled places are reopened after the initial stage concludes.
The second proposal concerned announcing forecasted quotas for future academic years. It was noted that any changes to admission plans for the 2025-2026 academic years should be discussed and agreed upon in advance before official publication.
Both proposals were accepted, and steps for their implementation were announced.
At the conclusion of the event, participants emphasized the importance of actions aimed at improving the efficiency of student admissions and forming new specialities. This event was a significant step toward advancing positive initiatives and strategies for enhancing the higher education system.
